If you can state more about the matrix, and especially state whether you're looking for 5% 0.1%, or 5 ppm, that "might" help.

From the information given:
GC/ECD sensitive but non-specific, should be good down to ppb range, maybe
GC/MS not as sensitive, unless using SIM, but with spectral confirmation
GC/FID neither sensitive nor specific. Brominated compounds don't burn well
