difference in RF and %RSD

Can someone explain to me the difference in RF and %RSD? We have a GC system that calculates the %RSD for an analyte at, we will say 16%, but then calculates the average RF RSD at 14%. Why would it do that and which one applies to populations? :?

%RSD is the percent relative standard deviation
RF is the response factor of the instrument (ie. peak area/conc or the slope of your calibration curve)

All else being equal, for the same set of data the RSD would be the same for peak areas and for RF. What data are you doing the statistical analysis on; peak areas ?, calculated concentrations ?, response factor calculated how ? A 2% point difference in RSD could just come form having a different number of decimals in the raw data.
