What is the function or significance of reference wavelength in PDA detector?

A www search should fully answer your question, as should the instriument manual.

Generally, the reference wavelength is set to a part of the spectrum that analyte peaks don't absorb, and will thus provide a correction for ambient temperature and gradient refractive index effects on the mobile phase absorption.

If you want to be really clever, you can use the reference wavelength feature to quantify an analyte in the presence of co-eluting peaks using peak suppression, however some loss of sensitivity usually occurs.
