the therapeutic concentration of quinine is 500mg/l
the concentration of quinine in my solution is 148mg/l
how to I calculate the volume needed to consume in order for it to be the therapeutic amount?

I think that you are confused. The only circumstances in which the phrase "therapeutic concentration" means anything at all is if it is measured in body fluids. A concentration and an amount are have different units; amount is moles (strictly, mass more loosely) concnetration is amount divided by volume.
