I am trying to do my monthly tune for the Agilent 5973 direct intertion probe. The percentage for 219 is around 20% when its supposed to be 40-85% I did an air and water test, and the nitrogen (m/z 28) was at 111% relative to the m/z 69. How do I go about fixing this

There is no column. It is direct insertion probe

It looks you have massive leak.
First check seal between DIP and MSD - it is first suspected place for leak.

Is the abundance of 219 at the same level as the previous tune at similar EMV settings?

If not, it is possible that you are almost out of PFTBA which would make any air present look elevated. If the PFTBA is ok, then it would most likely be a seal around the probe unless you have vented the instrument since the last check. If you haven't vented then you shouldn't have problems with the seal around the side plate.
