What is the best vacuum pump using for 355 SCD from realiability,maintenance and efficency.

Based on the parameters you have listed, an oil-free pump would be your best option. I recommend the Vacuubrand MZ 2C NT + AK, P/N 2614708. It's not on their website but the part number exists. Maintenance involves emptying the water trap before the trap becomes full, replacing the ozone filter based on SCD usage, and rarely replacing the gaskets whenever the vacuum pressure becomes too high. The downside is your reaction cell pressure is higher, 6-12 torr according to the manual, and that leads to slightly worse sensitivity but it sure beats working with an oil sealed pump.
