30k seems a bit low for a new instrument...

As far as I know, used single quadrupole for Agilent are about 100K.

You're honestly looking at around $30k to $40k US for a used Agiulent/HP 1100 LC/MSD system. The 1200, which has already been pointed out, will run you around $100k US.
I would suggest against e-bay though, no guarantee or warranty for the products you buy and I have been burned a few times. Try some of the used equipment dealers, there are lots of them and they usually at least a few of them will have an 1100 or two.

We paid $25000 for our 1100MSD refurbished (no HPLC); it has been a workhorse. I did NOT buy it off of eBay because I wasn't sure what I was doing. Now that I know the instrument I would not be scared to get another one off of eBay, but I am very good at fixing and maintaining instrumentation. If you get it off of eBay you'd better be able to fix it.
