and how much I need to spend to install the library?

I assume you are looking for a mass spec library? The prices are posted on line. Best library? Depends on what you need to do. the PMW library is good for toxic and drug related compunds. Allured has a nice flavor library. Wiley and NIST are good libraries with a wide scope of compunds in them... And there are some other libraries out there.
