equilibration time Vs stationary phase ligand ?

does the equilibration time with respect to type of stationary phase ligand ??
eg..does C18 get equlibrated at the same time as C8 or C4 ??
To a first approximation, yes. Where you would be more likely to see a difference is between monomeric and polymeric phases.

Slow diffusion in that thick greasy, crosslinked bonded phase layer.

They do have problems, and that's why there are very few of them. The ones that do exist were largely developed decades ago as a workaround for silanol-related tailing.
