I have seen widely different levels of blood plasma feree fatty acid content (3 to 10% and another 0.6%. Does anyone have a reliable source for blood plasma free fatty acid content?

I don't have access, but the Geigy Scientific Tables used to discuss some of the 'typical levels" and changes of blood composition. Not sure if they cover FFA, as that varies with food, time of day, etc. etc.

I'd suggest using Pubmed to find some well-cited papers or reviews, and even Google or Wikipedia might point to some useful resources.

The Geigy Tables do cover FFA, they give them as 0.29 g per liter of serum from grownups. These are means of "fasting values", the ref. (~1960) probably has something on the variation. The % composition of the FA is given in %. There are some comments on influence of food.
We found these values to be a reasonable guide.
