7694 HS Transfer line Temp equilibration

Does anyone know why the transfer line temperature is fluctuating between 109 and 102° when the setpoint is 105°. It cant reach the setpoint. I baked the line at 180° overnight but that hasn't worked. I checked the sensor resistance like the manual suggests and we have replaced the transfer line with another one that was laying around. Nothing has helped. It will maintain 102° and 110°.

the problem can be in the temp controller if the resistance is ok..or maybe there is non insulated zone that disperd heat
