Any suggestions on chromatographic method development for quantitation of this residual surfactant that does not have any chromophors?

From the info I was able to glean from the manufacturer it is a combination of reagents.

When in doubt, do TLC and iodine detection followed by sulfuric acid charring.

Quanitation by NMR would also be a viable solution if you can find a suitable spectrum to measure.

Good luck,
