How much window is allowed for Retention time? is it 5% or 10% with respect to original retention time by HPLC technique.

That depends entirely on what you are doing. If a simple assay with one component, and no likely interferences, then 15% may be acceptable. On the other hand, if a complex mixture, then 1% or better may be required.
