I see a limit of 2000. Is this 2000 per column or should it be converted to 2000 per unit of length?

It's per column.

2000 per column, even though one column might be 20 mm and another 250 mm?

Yes.

Total plates are the more common metric.

If it does not specify what is meant, I would assume total plates.

If the method specifies "plates", then they mean "plates". If they had wanted "plates per meter", they would have specified "plates per meter".
