The range for accuracy is mentioned as 98-102%. For drug products when we measure the percent recovery, how can we get 102% recovery when even 100% is unlikely?

You need to bracket the expected result (there is always some uncertainty!)

Does that mean that I can report 102%recovery, because I am actually getting such a result.

Yes you can. If you are not spiking the drug in to a biological matrix and not doing any SPE to purify your sample prior to your HPLC analysis, it is quite possibve that one can get over 100% recovery. Dont worry and report it and if it is within the range you are fine.
