is it true that the higher the viscosity of the mobile phase, the lower the mass transfer

Yes, and the lower the plate counts.

Yes, and the broader the peaks and the poorer the resolution. The van Deemter optimum shifts to a lower linear velocity of the eluent, therefore the separation should be run at a lower flow rate.
