Ph Eur method 2.4.24.RESIDUAL SOLVENT [August 27, 2004]

Does anybody deal with a Ph Eur method for the determination of residual solvents? I do not understand how to prepare Solvent solution (b). I do not completely understand the whole method that is why I need an advice.
