Is there a standard in the industry regarding expiration dating of HPLC mobile phases? Are there FDA guidelines on this? Or is it different company by company?

This topic has been discussed here. You might try to search the archives. If you are in a regulated environment, you need to establish some kind of policy, and provide evidence to justify it. You might determine that buffer A keeps for 2 weeks and make that your default policy, only later to discover that buffer B grows bugs within that period. How you document and deal with the issue is more important than anything else.
