I would like to know what is the best instrument to use to measure the car's emission. I want to measure mainly CO and CO2.

There are commercial sensors available for measurement of both of these gases. Concentration in exhaust will be high, so you should have no problem. Gas chromatography could also be used with TCD detection, but not necessary in this case since a sensor would be much easier.

Could you tell me from which company I can purchase such kind of detector and if you know what is the name of the detector.
I know we can measure it with TCD, but I would prefer a cheaper detector.
