Solubility of NaClO4 at pH 6.5

Hello!
I am trying to prepare a solvent system for HILIC. Solvent A is 10mM aqueous TEAP pH 6.5 +65% Acetonitrile and solvent B is 10mM aqueous TEAP + 350mM NaClO4 in 65% acetonitrile pH 6.5. When i dissolve NaClO4 it goes into solution but on adjusting the pH to 6.5, the sodium perchlorate comes out of solution.
Am i doing something wrong or is there a special way to prepare this solvent? This is a published protocol.
