Could anyone give me a reference where I could find a procedure for measuring ethylene oxide (ETOX) residues using headspace.

John,

In another lifetime, I did ETO residuals analysis. The Association for the Advancement of Medical Instrumentation (www.aami.org) had various procedures (including headspace) for ETO analysis. you will probably have to buy their methods, but it is a good place to start.
