I need to analyze ppms phenol in solid samples. Which tecnique is most sensitetive - HS GCMS, LCMS,
HPLC-UV, GC-FID?

Probably LC-MS, BUT more dependent on the properties of the matrix, its solubility, and what you have to do to extract the phenol.
