It varies from compound to compound. Mostly they become polar under acidic or basic comditions that accounts for binding with receptors.

Molecule polarity is independent of the solution pH. In majority, most pharmacuetical products are polar/ionisable...

A compound is polar when it has a dipole moment, that is it has atoms of unequal electronegativity arranged in a nonsymmetrical way (such that the individuall dipoles don´t all cancel). One can look at a dipole as a partial separation of + and - charge in a molecule.
Dissociation, as in an acid/base dissociation can form ionic sites, which obviously influence dipoles strongly as the charge distribution changes strongly. As an example, the dipole moment (polarity) of an amino acid is generally highest at the pI (zwitterion).
Now, this is not the whole story as it neglects the polarizability, anyway, there is not a 1 : 1 relationship of dipole moment to polarity index, etc. This is probably the source of possible confusion.
