I am developing a method on the GC/MS for retained solvents in packaging material. Does anyone know where I can get packaging material with known quantities of different solvents that I can use as controls for my accuracy section??
You probably won't be able to find such a beast. My recommendation is to use the method of standard addition to calibrate in your matrix. I do a lot of this sort of thing and that's pretty much what I always do to get good quantitative information. It's a little tricky to figure out how much to add per gram of material and how long does it take for the added analyte to equilibrate into the matrix.

What is the nature of your packaging material? What are your analytes? Perhaps i might be able to suggest something.
