I have validated a method that used static headspace that was linear from 50 ppm to 10000 ppm for several matrices. Unfortunately that method is proprietary intellectual property and was not tested for the matrix you describe.
But it worked for the salt as well as the free base form of TEA.
That is one methodology you may use.
Otherwise, I can only suggest you dilution and direct injection in the presence of a mild basic solution.
LC may offer better or quicker solutions to your problem.
best wishes,
Rod

The TEA was injected onto a 1301 30m 0.53mm 3µm capillary using 10mL per min flow of helium at 80°C and temperature programmed to clean off column after each injection with a FID.
A PE HS-40 analyzer was used.
The sample prep and heating parameters are proprietary.
Sorry, I won't tell you anything else except it took me a few weeks of work to develop the method and the TEA has to be converted into a free base.
Not too much help I know. Perhaps someone else has a method they CAN share the details, or a method in the literature.
Good luck.
