Agilent 1100 HPLC and Mass Lynx 4.1

We just purchased a used Agilent 1100 with autosampler to connect to a Waters Quatro Ultima MS. We are having issues with the Waters software controlling the LC. When we try to set up the inlet, we get an error message. First, it will say Inlet Kernel not ready, Initializing ACE. Then, after it tries to initialize for a while, we get an error that says "Failed to open sicl communication session at address hpib7,21. SICL error:timeout". Can anyone help? The MS is up and working fine, but we cannot seem to get control of the 1100. Thanks in advance.
