2) Is the pipettor capable of meeting those requriements when working properly? (With the solvent and sample solution you are using.)

3) Has the pipettor been certified as working properly?

4) Do you know how to use it properly? (There is technique to these. It is simple, but necesary.)

Let me rephrase this question. Is electronic pipettor generally more precise and accurate than manual pipettor?
1) What are the requrements of your study?

2) Is the pipettor capable of meeting those requriements when working properly? (With the solvent and sample solution you are using.)

3) Has the pipettor been certified as working properly?

4) Do you know how to use it properly? (There is technique to these. It is simple, but necesary.)

for overall analytical requirement is 2% accuracy.
2) Is the pipettor capable of meeting those requriements when working properly? (With the solvent and sample solution you are using.)
How could I check that accuracy?
3) Has the pipettor been certified as working properly?
Will vendor provides that?
4) Do you know how to use it properly? (There is technique to these. It is simple, but necesary.)
what kind of technique I should use?

OK, a question that can be answered.

In GENERAL i.e. across a wide range of circumstances, the quantities dispensed by an electronic pipette or automatic bottle-top dispenser are more repeatable than those from a manual pipette. Operator skill makes much less difference to repeatability with an electronic pipette, in other words unskilled operators get much better results with electronic pipettes, but a skilled operator can be as precise with a manual pipette as with an electronic one. Across all skill levels electronic devices allow quicker working than manual ones.

Back when I did regulatory work it was SOP to pippette and discharge the solution three times to warm the electronics and equilibarte the tip before spiking a sample set. Otherwise once the pippette was verified it was fine.

The vendors typically offer guides on using electronic pipettes. This includes holding the pipette vertically, touching the tip of the pipette to the container or solution surface while delivering, how deep to put the tip when pickking up. It is simple stuff. I don't remember it all off the top of my head. Check the vendor's web site.
