Understanding electrospray

In a schematic diagram of an electrospray inlet/ion source a COUNTER ELECTRODE is indicated. My question and doubt is: "Does the counter electrode correspond to the spray shield?".

It is my understanding that anything held at lower potential than the spray needle, upon which the ions or charged droplets impinge (thus completing the circuit), serves as the counter electrode. I think most of this should happen on the spray shield or its equivalent, as you said.
