Water level in GC-MS

Hi everyone
Why is the ratio of the height of the peak of m/z 18 (H2O) to m/z 19 (H3O+) (or vice versa) checked for water level in GC-MS, why not only m/z 18 or only m/z 19?
I can't understand why the ratio of the height of the peak of m/z 19 to m/z 18 reduces when the water level decreases? Actually m/z 19 is also related to water, so it's expected that m/z 19 decreases with water level decreasing.
