New Jersey VOC limits

I just got a memo that my lab is going to try and get EPA testing certification from NJ for groundwater VOCs and the PQL listed (am I wrong to assume this is the quantitation limit?) for 1,2-dibromoethane (EDB) is .03 ppb. Am I crazy or is this unreasonably low?

0.03ppb is easy using method 504 (hexane extraction, GC/ECD analysis), We used to report to 0.01.
If you are trying it by 524.3 SIM, it may be possible but I would want the cleanest system possible.
The reason for the low level is that the drinking water mcl is 0.05 ug/L

ECD would be ideal, unfortunately Im stuck using GC/MS. We run the 8260 method for all of our VOCs and our MDLs seem to cap out around 0.2ppb

Too bad, if no ECD you will have to go with 524.3. In my region ( EPA 1) I would bet I would have to develop the whole method and not just the sim for EDB/DBCP!
