5971-Smartcard not active

5971 MSD, Dec. 2011 shut down to change the ion source. Smart card would not activate. Using "SCINIT,1" in the command line did not work. Finally loaded a method and the card decided to communicate.
Fast forward to today. Same situation. This time the Smartcard never activated. Gives a "Smartcard not active" with any interaction of Chemstation. If you try to do a scan or profile scan will tell you the card is not active. Will not activate using "SCINIT,1" in the command line. I replaced the card with another I had. Replaced the HPIB cable too. No luck. Went ahead and did the power board also. No luck.
I believe I have the PIN set correctly for the MSD. Default is 20 and my pins are pointed to the numbers on the switch. Adding them up I get 20. I do have a mother board in the old computer that has a DIP switch.
I don't believe it is in conflict with the MSD 20 address. Also has pins set toward numbers listed on the switch. Similar to the MSD. The HPIB card in the computer also has a DIP switch. Don't believe it has any conflict with it's address. The switch has sliding pins and I think those closest to numbers listed on the DIP switch are actually for the number and adding them get no conflict with any other peripheral device. 7673 or GC. I believe "Open" on the DIP switch is for "0". Have set the switch on the MSD to all "Open" for "0" on the HPIB address. Changed it in the configuration to read "0" instead of "20". Saved it and tried again. No communication. I can download GC parameters with the Chemstation so my thought that the HPIB card in the computer being bad is not a valid thought. Would work with the GC but not the MSD?
