They can be used - but are not "nice" solvents for GC. Water has a high expansion volume in the GC inlet. DMSO and DMF have high enough boiling points they elute later in the chromatogram than many other commonly used solvents. In GC/MS water has a tendancy to hang around in the mass spectromters. If you look at the discussions on this site, you will see where water causes problems in purge and trap analysis.
I have an analytical method where we are using DMF as a solvent along with MSTFA. The chromatograpy works out just fine, but the analytes of interst are fairly high boiling.

We use DMF routinely, with trimethylsilyl derivatization.
