Hydrolyzation???

Hi!
Its me again, I have a hydroxyethylcellulose sample, its viscosity results by vendor shows 2040cPs and when i did the viscosity by making 1% aqueous solution, mixed it and heat it to approx. 30C for few hours, when solution looks pretty clear, than brought back the temperature to 25C & using spindle 3@30rpm checked the viscosity which was out of spec towards the lower end. Spec is 1500-2400cPs i think?
One of the senior chemist told me that may be it was not completely hydrolyzed at 30C, he suggested to increase the temperature to 40C.
i called the vendor and they send me their procedure with the addition of 10 ml of TBA, they recommended that TBA would help to dissolve completely in solution.
One other chemist suggested the addition of one drop of 0.010N NaOH to increase the pH. What do you think?
Can you give me your best expertise idea or suggestion to resolve this issue???
