I am developing a GC method and I am trying to determine LOQ/LOD. What will be the proper steps to determine LOQ/LOD?

Step one - search these very forums for just your topic. Links to tutorials etc. have been posted before (a few times).

EPA proposed that the minimum detection limit is equal to the standard deviation limit multiply the student t value from statistical tables for 99% confidence level and n-1 degrees of freedom.
The minimum level of quantification ML is equal to 10 multiply to the standard deviation but normally we calculate the ML from the MDL.for example a sample size of 7, the MDL = 3.143 * S so ML = 10 MDL/3.143=
3.18 * MDL.

I think that I give you the answer so try to do this.In addition, the procedure is not harmonized so you judge yourself.
