Anyone have any experience developing a method development for the above mentioned material? its kicking my ass.

No experience, however. 8)
1) knead this stuff with water in an ultrasound, adding dropwise sulfuric acid.
2) After that, we understand with tert-butanol on the GC as it is accepted, and magnesium sulfate sad titrating Trilon as usual.
My first question is are you trying to assay the purity of prepared compund or the compund as a comonent in a mixture. And if it is a prepared compound, what impurities are conderned about? If it is a component in a mixture, what is matrix?

The answer DSP007 provided give the proportions of t-butanol and magnesium that can be derived from the compund - if that is what you want. When I saw the question, I was about to give an different kind of answer, untill I saw the answer that DSP007 gave and realized that your objective for the analysis is not clear to us. If you are looking for this as an impurity in a reaction mixture which may include t-butanol or magnesium, then you are looking for something that DSP007 did not anticipate in his answer and I would have missed with the direction I was about to take.

The next question I would have is what kind of specification is important? I assume lack of hydrolysis product would be part of it - and for that IR or near IR crosses my mind as a way to detect free isopropanol or MgO in the solid.

I assume that the use for this is such that the alkoxide will do some chemistry that magnesium hydroxide would not do. It may be possible to perform a displacemnt reaction with the alkoxide that would result in a product that could be easily measured. This would have to be a reaction that would not give a product when MgO and t-butanol are mixed it rather than the magnesium t-butoxide.
