LC/MS can ping, but grey when using Agilent connect assistan

Recently, company want to reuse the LC 1100 again which was taken from US. We set the IP address with Bootp settings and set the local pc with static ip in one subnet. there is no network to other place.

This device can be pinged. no error.
When using Agilent connect assistant, it can not taken description from packet info. we search the package via web interface. it means no IDN response returned. the network card shows little packages increasing when searching devices via software.

We try to replug net card or reset it.. no success.
We try another machines with a clean OS with setting from Agilent manual book. no success.

This is a wired question as it can be pinged.. why not connected ...
It is obvious that this IP is from the device. we can conform that. some package shows that software can collect the IP from device but not description.

The device want the package taking with description, and it failed. we worked on the device for almost one day.
any device is appreciated.

Agilent support engineer mentioned smart card is broken.
