what is the best volatile buffer at neutral ph

I don't think there are any good volatile anions with pKa values near 7. On the cation side, if you can go up a bit (say, to the mid-7's) you would be on the ragged edge of the buffer range for ammonium, so something like ammonium formate or ammonium acetate might work.
