hi, well I have a bit of experience about dioxin in water. what limits of cuantitation are you expect fot the analytical methods??? if you try to cuantitate about PPB or PPT using a C18 cartridge an pass trougth about 1 litre of water and then redisolved with 1ml of Ch2cl2 its suitability!.If you have a GC/MS instrument you could cuantitate them using isotopic disolution, in other case using and DB-5 or DB-1 chromatographic columns and ECD detector.
Ok this is my litle experience about these issue
