Capacity factor USP 621 (error)

Hi all:
I found in the USP general chapter about chromatography twice (at the GC and HPLC titles) that the capacity factor k' depends on flow rate of the mobile phase. I think that this statement is wrong . What do you think?

The flow rate would cancel out:

k´= (tr - tm)/tm (tm is also written as to)
