how i can Analyze D & L phenylephrin in Reverse phase Chromatography without using Chiral Column on UV Detector. I Have the C-8 , C-18 , Cyano Column For The Analysis.

To separate D/L isomers, you either need chiral additives to the mobile phase or a chiral stationary phase.
The enterprise to do it with additives in the mobile phase is not trivial, and you will be better off taking a pre-cooked method from the literature or from a manufacturer of chiral stationary phases.
