Yes, increasing temperature increases plate count.

Usually, the plate count increases - if the velocity is high enough. If the velocity is very low or the particles are very small, an increase in temperature can also deteriorate the plate count.

I agree that plate count typically increases with increasing column temperature, however it is important that the temperature is applied evenly. If there is a temperature gradient within the column, which will happen if the mobile phase is not at the same temperature as the column before entering the column, then the plate count will be attenuated. I strongly recommend always using a column heater with a pre-heater block. I do not recommend heating the bulk mobile phase reservior, for many reasons.
