Please let me know that, what is the systematic procedure to develop hplc method?

You are asking a great deal which is not something that can be easily crammed into a post on a message board.

I suggest you consult some reference material such as:

"Practical HPLC Method Development", 2nd Edition L. R. Snyder

also John Dolan's seven-part article "The perfect Method" on the LC GC North America site

as a starting point.
Good judgment comes from bad experience, and a lot of that comes from bad judgment.
