what does "as is basis" stands for Potency of a co

In the COA( certificate of analysis) of a reference substance for its Potency it is written : potency as is.............

A Potency (as Is) factor will have accounted for all of the measured moisture and impurities in that particular batch.
Good judgment comes from bad experience, and a lot of that comes from bad judgment.
