this sounded like total lame story in my opinion (before a new offer). In order for somebody from Europe to work in US they need at least H1B visa. US gives away 65K H1B visas every year for qualified people. there are usually 100-300K applications for these 65K visas. Salary requirements must be met alonmg with education, work exprience, etc. Even for BS in Chemistry it is over $50K/year. US DOL also give priority to higher educated people (MS, PhD), so I don't know how they are going to do that, may be employ her as illegal worker. Salary is extremely low, even technician with associated degree should be getting at least $30,000/year. New offer seems to be high in my opinion (equivalent of $65,000), you can hire "locals" for this money :)
