Why use nC4 as a tie

Please can some one explain to me why we use nC4 as a tie in GC computation for liquid hydrocarbons.

I take it you're using the relative response factors from the ISO method? Something has to be the base, and it looks like n-butane is it!
Where can I buy the kit they use in CSI?
