How to use buffer in mobile phase and in a solvent

Hi my mentors,

Thanks very much for this a mazing forum .I am struggle in how prepare buffer in mobile phase in specific ph and why sometimes peaple are use this buffer in mobile phase and not with a solvent .

I know this maybe a big question so i am really looking for any books or similar things to strength me in this area .So asking knowledgable people like you would acorrect way to trust the information
