Hi Ace,
The embedded license does not allow you to access the database via SQL. It is also not recommended to by pass all the compliance ready software and try to make head and tail of the database structure. It is also not strictly possible to do it via the database due to encription and the separation of the raw data files.
But you can access all the objects you require via toolkit. To program with the toolkit you will need a toolkit developer license, or you could ask the assistance of a third party that will help you to a greater or lesser extent with it (I could recommend us, who probably have the widest knowledge of Empower/ Empower2 and are probably the best in the business, but that would be blatant plugging...

).
To restart the database without directly using sql, you can use the enterprise management console or scripts provided by Waters...
