isocratic rp lc.. binding?

hii alll.. i m trying to understand the mechanism for isocratic rp-hplc..
here if my molecule enters with a mobile phase concentration where it is eluting.. will it bind? or it is done at an optima.. where there is an equilibrium between binding and elution.. m i missing something? let me know plss.. thanks!
