You don't get a tail because your analyte is present in both forms. You get a tail if there is a problem with the buffer. I can send you a note from my HPLC Troubleshooting series that demonstrates exactly this effect. There was no tailing with an acetate buffer, but there was tailing with a phosphate solution at pH 4.5.
