What would be the consequences fo having basic mobile phase when doing LC/MS in positive mode?

You will get a somewhat lower response. The ionization in the gas phase has some link with the ionization in the mobile phase, but it is not proportional. You can look at our results in Rapid. Comm. Mass Spec. 2001; 15, 141-151
